CBF EUROBASKET 2025 LTD INVITATION TO TENDER FOR THE PROVISION OF CLEANING SERVICES FOR FIBA EUROBASKET 2025, LIMASSOL GROUP

CBF EuroBasket 2025 Ltd, a subsidiary of the Cyprus Basketball Federation and the officially appointed Local Organizing Committee (LOC) for the FIBA EuroBasket 2025 Limassol Group, hereby invites qualified and experienced service providers to submit comprehensive proposals for the provision of professional cleaning services, including waste management and recycling operations, in support of the hosting of this major international sporting event.

1. Overview and Objectives

FIBA EuroBasket 2025 is a premier international basketball championship governed by FIBA Europe. As one of the host cities, Limassol will welcome thousands of spectators, athletes, officials, and media representatives.

The provision of top-tier cleaning and sanitation services is a critical component of the overall event delivery, ensuring a clean, safe, and sustainable environment for all participants and attendees.

The objective of this tender is to appoint a professional cleaning services provider capable of delivering:

• Efficient and responsive cleaning operations across all event zones

• Environmentally responsible waste disposal and recycling practices

• High standards of hygiene, in line with FIBA guidelines and local regulations

2. Scope of Work

The selected contractor will be responsible for the planning, implementation, and execution of all cleaning and sanitation services before, during, and after the event. Coverage includes, but is not limited to:

• Main Arena: Playing court, player benches, scoring tables

• Team Areas: Locker rooms, changing areas, treatment rooms

• Spectator Areas: General seating, VIP lounges, hospitality suites

• Media Zones: Mixed zones, press conference room, commentary booths

• F&B Zones: Canteens, kiosks, staff dining areas

• Common Areas: Entrances, exits, corridors, stairwells, elevators

• Restrooms: All toilet facilities, with enhanced focus on hygiene protocols

• External Areas: Venue surroundings, parking lots, fan zones, and access points

Cleaning services must align with the event’s operational schedule, including pre-event setup, daily maintenance during the event, and post-event teardown.

3. Deliverables and Contractor Responsibilities

The successful bidder will be required to deliver the following:

3.1 Human Resources

• Deployment of trained, uniformed, and adequately supervised cleaning personnel

• Rotating shifts to ensure continuous coverage and rapid response capability

• Clear allocation of cleaning staff per zone and function

3.2 Cleaning Supplies and Equipment

• Provision of all cleaning materials and consumables (e.g., trash bags, disinfectants, hand soap, paper products)

• Use of eco-friendly and non-toxic products wherever possible

• Supply of all operational cleaning equipment (e.g., floor scrubbers, sweepers, trolleys)

3.3 Waste Management

• Daily waste collection and disposal in line with municipal regulations

• Deployment of designated bins for general waste, recyclables, and organic material

• Secure storage and timely removal of waste from the site

3.4 Recycling Initiatives

• Implementation of on-site recycling for plastic, paper, and glass

• Placement of clearly marked recycling units throughout the venue, including fan and team areas

• Data reporting on quantities collected and recycled

3.5 Operational Coordination

• Appointment of a dedicated on-site supervisor to liaise with the LOC

• Attendance at coordination meetings and site visits as required

• Real-time response to operational changes or emergencies

4. Mandatory Eligibility Criteria

Interested parties must clearly demonstrate the following qualifications:

• Proven Experience: Documented experience in delivering cleaning and waste management services for events of similar scale

• Personnel Readiness: Capacity to provide adequate, trained staffing across various shifts

• Operational Resources: Ownership or access to required cleaning equipment and transport vehicles

• Regulatory Compliance: Full compliance with Cypriot labor laws, occupational health & safety, and environmental regulations

• Insurance Coverage: Valid liability and employer insurance certificates

5. Proposal Submission Requirements

Each submission must include the following components:

• Company Profile: Background, legal structure, experience in event cleaning, and core service capabilities

• Methodology: Description of the proposed cleaning and hygiene approach, including risk management

• Staffing Plan: Personnel deployment strategy with staff-to-area ratio and shift schedules

• Detailed Financial Offer:

       • Cleaning crew cost (hourly/daily/shift-based)

       • Cost of supplies and consumables

       • Waste and recycling management fees

       • Equipment usage/rental charges

       • Any applicable service fees or surcharges

• Insurance and Certification Documents

• Sustainability Statement: Outline of environmental practices and materials used

• Client References: Contact details for at least two previous clients with comparable project experience

6. Evaluation Criteria

All submitted proposals will be reviewed and scored based on the following criteria:

9. General Terms and Conditions

• The LOC reserves the right to reject any or all proposals at its discretion.

• All information submitted will be treated as confidential.

• The LOC may request additional documents or presentations as part of the evaluation process.

• The awarded provider must sign a formal service agreement with CBF EuroBasket 2025 Ltd.
